Who We Are

Bubba’s Fund is a donor-advised fund of the La Crosse Area Community Foundation, created in memory of Charlie Lonning Weber (“Bubba”). This partnership allows Bubba’s Fund to pursue its mission immediately — improving the safety, opportunity, and wellbeing of children, starting in La Crosse, Wisconsin, with hopes of expanding over time.

Bubba’s Fund is initiative-based, meaning we focus our energy on one clear project at a time — doing real work, measuring impact, and then building the next effort.

Initiative 1: AEDs in La Crosse Childcare Centers

Our first initiative began with a specific and urgent focus: helping ensure every state-licensed childcare center in the city of La Crosse has access to an AED (automated external defibrillator).

In December 2025, Bubba’s Fund — in partnership with 7 Rivers Cardiac Arrest Preparedness Education (7R CAPE) — successfully helped provide AEDs to all remaining state-licensed childcare centers in La Crosse, making La Crosse the first city in the United States where every state-licensed childcare center is equipped with an AED.

Taking the Work Statewide: “Bubba’s Law”

With Initiative 1 completed locally, efforts are underway to expand this impact across Wisconsin through proposed legislation often referred to as “Bubba’s Law.” The goal is simple: close the gap between required training and access to the life-saving equipment that makes that training meaningful.

If passed, the proposal would provide a state grant program to help licensed childcare providers cover a significant portion of AED and related equipment costs — not as a handout, but as a bridge that helps ensure childcare professionals have the tools to act in an emergency.

Initiative 2: Youth Access to Sports

Our next initiative focuses on youth access to sports — partnering with Rising Athletes, a local nonprofit, to help remove financial barriers so more kids can play, participate, and belong.

This work may include support for:

  • Sports registration fees and scholarships

  • Camps and enrichment opportunities

  • Equipment assistance

  • Programs that strengthen confidence, community, and wellbeing through sports

  • Founder

    Moran is the head coach of the UW–La Crosse Women’s Basketball team, a passionate advocate for young people and families, and the proud mother of Charlie. As a mother, mentor, and leader, she brings heart, purpose, and deep community roots to the mission of Bubba’s Fund.

  • Founder

    Alex is a pharmacist at Mayo Clinic Health System in La Crosse and a proud father of Charlie. His calm leadership, clinical insight, and unwavering love for his son Charlie inspire the foundation’s work in health, safety, and family support.

  • Connor is a coach, community builder, and advocate for youth development. As a proud uncle to Charlie and a lifelong teammate to the people around him, he brings energy, empathy, and commitment to the foundation’s mission.

  • Tony is a creative strategist, producer, and nonprofit consultant based in La Crosse. With a background in storytelling, branding, and community organizing, he helps shape the vision, voice, and reach of Bubba’s Fund.
